UI feedback takes some time if you copy many files from MTP

Chrome Version: 61.0.3147.0
OS: R61-9710.0.0

What steps will reproduce the problem?
1. Select ~2000 files in a MTP folder
2. Press Ctrl-C
3. Create a new Files app window
4. Press Ctrl-V in Downloads

What is the expected result?
UI should respond immediately.

What happens instead?
It takes some time (> 5 secs) until the first response.


In R61-9628.0.0, the response was immediate.

I tried with about 1600 files but did not see much delay.
If this is considered important, the change can be reverted because the feature (Team Drives) targeted by that change is not yet enabled at the moment. https://codereview.chromium.org/2930443002
