Missing functionality: Swipe gesture on Omnibox missing

Reported by h...@flintos.io, Jul 4 2017

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 9460.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.91 Safari/537.36
Platform: 9460.60.0 (Official Build) stable-channel kevin

Steps to reproduce the problem:
1. Use ChromeOS with touchscreen in tablet or non-tablet mode
2. Perform left/right swipe in Omnibox area in an attempt to switch tabs
3. Nothing happens

What is the expected behavior?
The expected behaviour would be to switch to the next tab on the left, when performing the one-finger left-swipe gesture on top of the omnibox. Or the next tab to the right, when performing the same in the opposite direction.

What went wrong?
Instead of switching any tabs, nothing is happening.

Did this work before? No

Chrome version: 59.0.3071.91 Channel: stable
OS Version: 9460.60.0
Flash Version: Shockwave Flash 26.0 r0

This does not work on ChromeOS, but on Chrome for Android this is working without issues. It would be great if the missing gesture could be added to ChromeOS just as it works on Android, for the sake of inter-platform consistency. Especially when using Android apps under Chrome and opening the browser via opening a link from within an Android app while being in tablet mode.

It is somewhat irritating to deal with different behavior between those two platforms, since the user's initial reflex is to use the same gesture on ChromeOS as they use on Android.

A similar issue exists with the menu icon: The swipe down gesture from the menu icon/symbol, that lets the user scroll through the menu options on Chrome for Android, does not work on ChromeOS.

Sorry, got the directions wrong:
- a left-swipe should switch to the next tab on the right.
- a right-swipe should switch to the next tab on the left.
That is how it works on Android. On ChromeOS however, no tab switching is triggered at all by these actions.
