Implement CSS3 ::marker for lists

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Write a ::marker style rule.

What is the expected behavior?
CSS bullet changes based on style rule.

What went wrong?
Does not. Spec not implemented. 

Did this work before? No 

Does this work in other browsers? No

It's useful to colorize bullets.
