Impossible to import bookmark folder with empty names from HTML file

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/601.5.17 (KHTML, like Gecko) Version/9.1 Safari/601.5.17 Steps to reproduce the problem: 1. Create bookmark tree which has some folders with empty names and bookmarks in them. 2. Export bookmarks to HTML file. 3. Create new profile and import bookmarks from HTML file created in previous step. What is the expected behavior? Bookmarks tree is fully identical in both profiles. What went wrong? Empty folder is not imported. Bookmarks structure breaks on places of empty folders. Did this work before? No Chrome version: 59.0.3071.115 Channel: stable OS Version: OS X 10.11.4 Flash Version: Shockwave Flash 26.0 r0 Empty folders usually used on bookmark panel. The user skips the title to save space on the bar. And navigates only by position of the icon on the toolbar.
