Kernel maxcpus option set on wrong value after an update

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.37.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.50 Safari/537.36
Platform: 9592.37.0 (Official Build) beta-channel glimmer

Steps to reproduce the problem:
1.update chrome OS
2. 
3. 

What is the expected behavior?
lenovo thinkpad 11e N2940 have 4 CPU cores 

What went wrong?
I discover an odd problem on my thinkpad 11e (non-yoga) after finaly get stable update jumping from 57 to 59 without 58 ( see this release post V58.0 modele exeption https://chromereleases.googleblog.com/2017/05/stable-channel-update-for-chrome-os_18.html ) 

i did octane with COG extention side to side and surprisedly saw the 4th core of the N2940 is not acting at all. even in chrome://system the core is missing there is core 0, 1, 2, but not 3 (the 4th). screenshots :

then I did "Shift Alt i" repport,

and i do more research in chrome://system and i found in the " update_engine.log " section in the ChromeosChrootPostinst(9592.29.0) logs lines this :

the line starts by "KERNEL_CONFIG:" i will not post the entier line because of root and hash information but it is clearly a kernel setting issue due by and update. maxcpus is set on 3 while it should be 4 for a 4 core CPU. right ?

i did on other one "Shift Alt i" repport with this additional infos

now i take time to repport this huge problem here

Status: WontFix (was: Unconfirmed)
Long story short, this was done on purpose due to a bug (it's also why we skipped M58).  We're working with Intel to get it fixed, and in the meantime you should see all four cores back in M60.
