Kernel maxcpus option set on wrong value after an update

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.37.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.50 Safari/537.36 Platform: 9592.37.0 (Official Build) beta-channel glimmer Steps to reproduce the problem: 1.update chrome OS 2. 3. What is the expected behavior? lenovo thinkpad 11e N2940 have 4 CPU cores What went wrong? N/A Chrome version: 60.0.3112.50 Channel: n/a OS Version: 9592.37.0 Flash Version: 26.0.0.126 thanks a lot Chromium community to all the work provide and new features

Long story short, this was done on purpose due to a bug (it's also why we skipped M58).
