"critical update required" banner isn't properly centered any more

On Chrome 61.0.3129.0, I click on a user pod that needs ext4 migration, and it looks weird because it's not centered properly on the screen (see attached photo).

This is probably related to latest signin screen style changes.

Sadly, I no longer have a repro case since I've migrated all of my cryptohomes on my device (Samus). +cc pmarko who is also seeing this, although he's not running a ToT build.

Re-opening this bug. Issue seen on build 9765.21.0, 61.0.3163.38 cyan

Steps:
1. Cyan device on build M60 beta build
2. Change channel to dev
3. Device updates to live build 9765.21.0, 61.0.3163.38 dev channel
4. On Login screen, "You've got a new OS update. Sign in to get started" text is misaligned.
