Regression: Unwanted spacing is seen in downloads page on clicking on 3 dot menu

Issue description

Chrome Version: 61.0.3147.0 dev
OS: Ubuntu 14.04 ,  windows

What steps will reproduce the problem?
(1) Launch chrome in any of RTL language[say Arabic] and go to downloads page
(2) Resize browser as shown in video, hit on 3 dot menu and observe

Expected: On clicking on 3 dot menu no such spacing should be seen
Actual: Instead unwanted spacing is seen.

This is a regression issue broken in M61

Able to reproduce the issue on the latest canary(61.0.3147.0) on Mac OS 10.12.5. Adding RB-Stable as this is recent regression. Please remove if not proper.

Just to update, this issue is observed on windows 10 with latest canary #61.0.3152.1
