Unwanted white patch is seen in hangouts chat window

Issue description

Chrome Version:61.0.3147.0
OS:Ubuntu 14.04, Windows

Steps to reproduce:
1.Drop any image [from outside say downloads folder] to chat window in gmail
2.Edit that image by clicking on pencil icon present on top right of dropped image and hit cancel in that overlay
3.Now in the edit panel hover beside attach an image icon so that draw an image option is seen >> click on that
4.now draw something and send the image >> Observe

Expected: In step-2 : Zoomed image should not be seen. After  step-4:No Unwanted white patch should be seen on image sent.

Actual: In step-2: Zoomed image is seen and in step-4 unwanted image[white patch] is seen.

NOTE: Issue is seen with Google Hangouts app as well

Able to reproduce the issue on the latest canary(61.0.3147.0) of Mac OS 10.12.5 as well.
Same behaviour is seen in Firefox as well.

This issue is still available in M66 stable build (Mac).
