Background content doesn't appear properly after resizing browser window.

Chrome Version:61.0.3147.0 (Official Build) Revision e6db2be32f63ad9c3b8bce1b4f0dab810a7f2622-refs/heads/master@{#483897} (32/64 Bit)
OS:Mac (10.12.3,10.11.6),Windows(7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and bookmark 3-4 webpages.
(2)Navigate to chrome://bookmarks, resize window from R.H.S
(3)Scroll towards right and observe the background content.

Actual: Background content doesn't appear properly after resizing browser window.

Expected: Background content should be seen after scrolling.

This is a Non-regression issue seen from 'M58' series i.e 58.0.2989.0
