PDF viewer: internal links does not navigate to the exact offset in the document.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. open google docs.
2. create a multi page doc with internal hyperlinks using bookmarks (bookmark middle of the page).
3. save as PDF.
4. open the PDF in chrome.
5. click on the hyperlink.

What is the expected behavior?
The doc should navigate to the exact offset/ target.

What went wrong?
the doc navigates to the beginning of the page containing the target.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Tested on Chrome Stable #59.0.3071.115, Canary #61.0.3152.0 on Mac 10.12.5, Windows and Ubuntu 14.04 and able to reproduce the issue. 

This is a non-regression issue and able to reproduce from M-45 #45.0.2454.85.Marking it as untriaged so that issue gets addressed.

Note: Same behavior is noticed on FireFox.
