Application Slowness in chrome://settings/content/cookies?search=cookies

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. Open chrome://settings/content/cookies?search=cookies
2. As you scroll down to cookies input search it blocks the page
3. 

What is the expected behavior?
Application should use web workers for cookies search functionality in the page chrome://settings/content/cookies?search=cookies as it makes the page slow.

Also the cookies searching functionality should be improved like listing not all but few first or if it has to list all the cookies at once then it should be non blocking or asynchrnous

What went wrong?
Page is slow and not browsable

Chrome version: 59.0.3071.115  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 26.0 r0

Unable to reproduce this issue on Windows-10 using chrome latest stable #59.0.3071.115 by following steps mentioned in the original comment. Observed no lag in scrolling the cookies page.

Rohit@ Are you able to reproduce this issue consistently? Please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser.

 Issue 738721  has been merged into this issue.
Yes, I am able to reproduce this consistently. When trying with new profile after removing all the extensions and apps, issue still persists once the cookies list becomes large. You can try to reproduce this in your system by creating large cookies list.

Tested this issue using latest stable #59.0.3071.115 on Win 10, Mac 10.12.5 and Ubuntu 14.04 and did not observe any slowness or lagging even after created a large cookies list.

@Rohit: Please find the attached screen cast and let us know the behavior.
