Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Example URL:
https://wikipedia.org/

Steps to reproduce the problem:
1. open website, cant proceed.
2. NET::ERR_CERT_AUTHORITY_INVALID
3. DigiCert SHA2 High Assurance Server CA

same problem for incognito with no plugins on.

What is the expected behavior?

What went wrong?
Your browser does not work, that went wrong!

Everything related to Wikipedia.org does suddenly not work anymore.
The https is crossed out. And no matter what I do, I can't access the page. FireFox and Edge work perfectly fine.

It sounds like a security problem. But that should be MY decision, MY choice if I want to view the site, despite the security problem PERIOD. 

So buzz off if YOU (google) have a certification issue!

Did this work before? Yes Version 59.0.3071.115

Does this work in other browsers? Yes

As usual, fix your Sh!t. Try to improve things for once, and not the other way around like you people did with Youtube!

Unable to reproduce this issue on Windows-10 using chrome latest stable #59.0.3071.115. Able to open Wikipedia page with out any issue.

This issue might be specific to network related, adding appropriate component for further triage.

wikipedia.org sends an HSTS header, which means they are asking Chrome to make certificate errors fatal. Chrome is correctly honoring that request.

As for why there is an error, please attach a NetLog to help us diagnose, per these instructions.
