Issue descriptionChrome Version : 61.0.3146.0 (Official Build) canary (64-bit) Sorry, URL test is private. I'm run script in chrome(as with-non-headless.png), script work well. But enable headless mode, net::ERR_CONNECTION_RESET I don't know why in headless mode failed.

There seems to be a problem with <iframe> Sample: ``` <body> <iframe id="subframe"/> </body> ``` in iframe#subframe, cookie is not allow set in headless mode.
