+ in url keeps erroneously getting changed to %20 in URL |

Issue descriptionChrome Version : 59.0.3071.115 OS Version: URLs (if applicable) : Other browsers tested: Add OK or FAIL after other browsers where you have tested this issue: N/A What steps will reproduce the problem? 1. Clicking on a link with a "+" in the url 2. Sometimes, the + gets translated into a %20, and the resulting page is 404 3. After replacing the %20 with a plus again, the browser seems to remember What is the expected result? The + stays as a + What happens instead of that? The + turns into a %20, sometimes Please provide any additional information below. Attach a screenshot if possible. This started happening a few days ago, and now happens at least once a day. UserAgentString: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36
