Cannot scroll down with a mouse wheel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3141.8 Safari/537.36

Steps to reproduce the problem:
1. Open any page which has enough content to scroll down to
2. Try to scroll down with the mouse wheel
3. Click on the scroll bar to scroll down
4. Try to scroll up with the mouse wheel

What is the expected behavior?
At step 2, the page is scrolled down
At step 4, the page is scrolled up

What went wrong?
At step 2, the page is NOT scrolled down
At step 4, the page is scrolled up

Did this work before? Yes 60

Chrome version: 61.0.3141.8  Channel: dev
OS Version: 10.0
Flash Version: 

The mouse scroll wheel works fine on other applications.
Scroll down also works fine in GMail - it has its own scrollbars, not the windows standard ones, which is why it works I guess.

I also somehow have a feeling that Chrome has had its own scrollbars for a while, so perhaps the root cause is that they fail to initialise and fall back to Windows standard scrollbars?

Unable to reproduce the issue on Win-10 and Ubuntu 14.04 using chrome latest dev #61.0.3141.7 and latest canary #61.0.3147.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened wikipedia.org and crbug.com in chrome browser.
2. Tried to scroll down with the mouse wheel.
3. Clicked on the scroll bar to scroll down.
4. Tried to scroll up with the mouse wheel.
5. Observed that at step 2, the page scrolled down and at step 4, the page scrolled up as expected.

helene.kolpakova@ - Could you please check this issue on latest canary #61.0.3147.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Thank you! It seems I figured out the root cause of the problem. A feature of crxMouse Chrome extension (https://chrome.google.com/webstore/detail/crxmouse-chrome-gestures/jlgkpaicikihijadgifklkbpdajbkhjo?hl=en) to allow for smooth scrolling was interfering. Once I disabled the feature, the scrolling started working normally again. 

Btw, in the latest Canary the extension doesn't work at all, which is how I figured out it was the root cause.
