bring up chromeos1-row2-rack7-host5 so it's out of repair state

please bring up samus so that it's out of repair state

chromeos1-row2-rack7-host5

Both servo and dut appear to be running, but cautotest still thinks the device is repair failed.

I click verify when I filed this bug, please see what you can do to repair this device.
