Update Web Perf API First Paint and First Contentful Paint to use swap timestamp

Issue description

The Web Perf API FP and FCP are not using the frame swap times. The timings are now added to the Performance at the point the swap timestamp is known (https://crrev.com/2932593002), but previous timestamps are still being reported.
