strict containment rules prevent fullscreen mode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1.  Put a fullscreenable component (video embed for example) inside a contain: strict wrapper
2. Fullscreen the component

What is the expected behavior?
Should render the fullscreened component

What went wrong?
Fullscreen renders nothing because of the paint containment rule

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: OS X 10.12.5
Flash Version: Shockwave Flash 26.0 r0

Not sure if this intended behavior, but I think fullscreen should bypass containment.

Status: WontFix (was: Unconfirmed)
This is as per spec, contain strict wont allow paint or layout overflow.
