[Media Router] Volume slider jumps around in the WebUI route controller

Issue description

When you start dragging on the volume slider from somewhere other than the knob, the knob jumps sideways for a moment upon release. It seems to be a problem with Polymer paper-slider 1.0.15 but not 2.0.0. The bug can also bee seen here: https://jsfiddle.net/ezcnhLoh/4/

Status: Fixed (was: ExternalDependency)

Updated paper-slider to fix the issue.
