need to restart chromium to have it detect my newley inserted mic

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
1. start chromium without mic
2. plugin mic
3. no site in chromium sees mic

What is the expected behavior?
i want to use my mic when i plug it in

What went wrong?
my mic is not detcted by chromium when plugged in.
other apps are able to see and use it

Tested on Chromium #59.0.3071.0 and unable to reproduce the issue on Ubuntu 14.04. Attached is the screencast for the reference.

@Reporter -- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists.
