depot_tools should include pylint-quotes module

Issue description

In Catapult, we use single quotes in Python source code and I sometimes find myself having to fix files or remind people to use them. If depot_tools shipped the pylint-quotes module along with pylint, we could enable this rule to enforce this automatically.

For context, the internal Python style guide states the rule about quote consistency but the GitHub version currently does not; I have filed b/63167365 about this issue.

Dirk, can you help triage?
 
Strike the context; it's there in the GitHub version of the style guide -- I'm just bad at reading.

I think you filed the bug against the right component :). I'm not sure who would get around to working on this or when, though.

It isn't something that we can get to soon, but, agable triages this component.

This seems like a great idea, but like Dirk, it's not something that we're likely to get to in the immediate future. Even just within depot_tools, there's much more important work to get done around git-cl, gclient, and presubmit.

I would be overjoyed to review a change, though :)
