Chrome Beta: getUserMedia camera turns off (happens on Google Hangouts too)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.50 Safari/537.36 Steps to reproduce the problem: 1. This happens in Chrome Beta for Windows - this DOES NOT happen in the same version for Mac. 2. Go here for a jsbin example https://jsbin.com/wunefamoko/edit?js,console,output 3. You can also just try to start a call in Google Hangouts and the camera will turn on then off. What is the expected behavior? In the jsbin example: getUserMedia returns a valid stream and no errors however the camera light turns off and there is no video in the stream. In the case of Google Hangouts - try to start a video call. The camera will turn on them immediately off. Doing the same on a Mac with the same browser version, the camera stays on. What went wrong? I have tried out own code in the jsbin and the camera hardware light turns on then immediately off. I have tried other websites that use getUserMedia and get the same behavior. I have tried Google Hangouts and get the same behavior. Please note this works great in Chrome production right now - but fails in Chrome Beta on Windows. This works great on the same Chrome Beta version for Mac. Did this work before? Yes Chrome 59.x (currently production version works great) Does this work in other browsers? Yes Chrome version: 60.0.3112.50 Channel: beta OS Version: 10.0 Flash Version: We are also experiencing issues using screen sharing with getUserMedia - I'm guessing this is all related.
