Guess the correct PPD based on reported make and model

Project Member Reported by skau@chromium.org, Jun 30 2017

Issue description

If we can detect:
1) The printer's make and model
2) The printer does not support autoconf
3) We have an appropriate PPD

We should just pick that PPD for the user.

Initially tackle exact matches. Use metrics data to decide on an approach for fuzzy matching.
