OptionsDialogExtensionSettingsWebUITest.testAccessibility fails with AX_FOCUS_01

Issue description

It seems that this test is failing with the AX_FOCUS_01 audit error.

This happens when running with --enable-features=GuestViewCrossProcessFrames which will make the test show the options page inside an OOPIF-base <extensionoptions> tag. The failure mentions that the iframe in the <extensionsoptions>' shadow root is focusable but obscured or 

The current value of the test does end up putting the iframe out of the viewport to the right and has 0 size.

This cl: https://chromium-review.googlesource.com/c/553317/ should have fixed the page to show some options with content but the assertion still fails.
