Pull to refresh is not working in Sad Tab page |

Issue descriptionApp Version: 61.0.3145.0 Canary iOS Version: 10.3.2, 11.0.0, 9.3.5 Device: iPhone, iPad URL: chrome://crash Steps to reproduce: 1. Launch chrome and navigate to chrome://crash 2. Scroll page down and release 3. Try to scroll page again Observed results: At step 2: Pull to refresh actions are displayed for few seconds but the page is not redirected to repeated crash page At step 3: Not able to scroll the page Note 1: At step 2 if page is scrolled up, the pull to refresh actions will be displayed for few seconds and page flickers Note 2: Similar issue is identified in the repeated crash page Expected results: On scroll page down the page should reload. Pull-to-refresh does not work on other native pages (e.g. download manager). It does work on NTP with some special handling because it is so common used. For sad tab, refresh is indeed a very logical operation and so supporting pull-to-refresh makes sense.

Pull-to-refresh seems like a reasonable gesture. Please check if this works on the current version. Looks like it does work on chrome://crash.
