Regression:Url gets selected and context menu appears for disabled field in chrome://settings/searchEngines

Chrome Version: 61.0.3145.0 (Official Build)0a9d03ce07a9bec7a397bbb08c2bec0fe0e91d66-refs/heads/master@{#483574}-32/64 bit
OS:Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/searchEngines
(2)Click on iron icon > edit such that edit search engine overlay appears.
(3)Double click on "url with %s..." field, observe and right click on it.

Actual: Url gets selected and context menu appears for disabled field(i.e after step 3)

Expected: Should not allow to select url if the field is disabled.

This is a regression issue broken in 'M61' and below is the manual regression range

Using the per-revision bisect providing the bisect results,
Good build:61.0.3132.0(Revision:479900).
Bad build:61.0.3134.0(Revision:480301).

You are probably looking for a change made after 479981 (known good), but no later than 479982 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3145.0
Unable to find the "gajendra.n@samsung.com" mail id in owner field.So assigning to reviewer.
