Clicking on ‘Toggle device toolbar’ button for couple of times will load a truncated page in Web view.

What steps will reproduce the problem?
(1)Open a web URL (Eg.- https://bugs.chromium.org/p/chromium/issues/detail?id=734996).
(2)Open Dev Tools.
(3)Click on ‘Toggle device toolbar’ button for couple of times.

What is the expected result?

User should be able to Toggle between both views normally without any truncation.

What happens instead?

Screen is truncated and page is not loaded completely.

For graphics-related bugs, please copy/paste the contents of the about:gpu
page at the end of this report.

Using the per-revision bisect providing the bisect results,
Good build:58.0.3011.0- (Revision:449903).
Bad build:58.0.3012.0- (Revision:450199).
 
You are probably looking for a change made after 450092 (known good), but no later than 450093 (first known bad).

Using the reverse bisect providing the bisect results,
Good build: 60.0.3098.0- (Revision:471507).
Bad build: 60.0.3097.0- (Revision: 471158).

Note :Unable to reproduce the issue in Windows 10,Ubuntu 14.04 and on Canary version of Mac 10.12.5.

I re-did the progression bisect and found the following range:
https://chromium.googlesource.com/chromium/src/+log/bb9147ed072a94397e8d448ba7445c8f214230f3..f2125fea63367c21af67cddccb5ba50d9309070d

This was likely fixed by https://codereview.chromium.org/2860433002 but that is not a trivial merge.

This seems like a bad regression. Devtools team, has this been reported before?

I'm actually not able to reproduce this in stable (59.0.3071.115) even though I can reproduce at the revs listed in the report. I wonder if this was fixed with one of the merges to the stable branch? That would explain why we haven't heard more reports of this.

This has been fixed in beta (60) and beyond so I think we should wait for this to roll out as part of Chrome 60.

pnangunoori@chromium.org, can you double-check that this is not present in beta (60.0.3112.43)?

@pdr -- Thanks for looking into the issue.

Verified on latest Beta #60.0.3112.50, issue is not reproducible.

But, the issue persists in Chrome Stable #59.0.3071.115. Later from the version #60.0.3098.0, issue seems to be fixed.

Note - For reproducing the issue more often, you can try following the steps soon after a new installation of Chrome browser.

Please let me know if any other information is required.
