Regression: Blink of unwanted text is seen on loading chrome://md-settings/cupsPrinters page.

OS: Chrome 

What steps will reproduce the problem?
(1)Sign in to chrome >> Navigate to chrome://md-settings/cupsPrinters page or reload chrome://md-settings/cupsPrinters page and Observe

Expected: No such blink of unwanted text should be seen when chrome://md-settings/cupsPrinters page is loaded.
Actual: Instead, blink of unwanted text is seen.

This is regression issue as no such behavior is seen in 60.0.3096.0/9544.0.0 dev channel peppy.
