Issue descriptionChrome Version: 61.0.3145.0 (Official Build) (cohort: Stable)0a9d03ce07a9bec7a397bbb08c2bec0fe0e91d66-refs/heads/master@{#483574} (32/64-bit). OS: Windows(7,8,10), Mac(10.12.3, 10.11.6) and Linux(14.04 LTS). Test URL: 1) https://news.google.com/news/sfy?ned=in&hl=en-IN 2) https://news.google.com/news/sfy?ned=ar_me&hl=ar Steps to reproduce: 1) Launch Chrome, go to URL 1, click on Language drop-down and select Arabic. 2) On translated page (URL 2), click on Language drop-down and observe. Actual Result: No proper spacing is seen between contents and drop down border. Expected Result: Proper spacing should be seen between contents and drop down border. This is regression issue broken in M-60 and will soon update bisect info. Manual Bisect Info: Good Build: 60.0.3096.0 Bad Build: 60.0.3097.0 Note: Issue is not seen on Firefox.
