Create EarlGrey matchers for UI elements to clear browsing data

IDS_IOS_CLEAR_BROWSING_DATA_TITLE, IDS_IOS_CLEAR_BUTTON, and IDS_IOS_CONFIRM_CLEAR_BUTTON appear to be used in multiple EG tests (upstream and downstream). It would be cleaner if these were in chrome_matchers.h
