Regression: Tab (Focus) navigation is not seen for 'Arrow' icon after creating bookmark folder

Chrome Version: 61.0.3145.0 (Official Build)0a9d03ce07a9bec7a397bbb08c2bec0fe0e91d66-refs/heads/master@{#483574}-32/64 bit
OS:Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Pre condition : Enable Material Design bookmarks flag from chrome://Flags. 

Steps:
1. Launch Chrome and navigate to chrome://bookmarks/
2. Create a folder by clicking on 'More action' icon
3. Press Tab key and obeserve.

Actual: Tab (Focus) navigation is not seen for 'Arrow' icon after creating bookmark folder

Expected: Tab (Focus) navigation should be seen for 'Arrow' icon after creating bookmark folder

This is a regression issue broken in 'M 60', will soon update bisect info

Using the per-revision bisect providing the bisect results,
Good build:60.0.3088.1(Revision:468845).
Bad build:60.0.3089.0(Revision:469220).

You are probably looking for a change made after 468912 (known good), but no later than 468913 (first known bad).
