Issue descriptionChrome Version: 61.0.3145.0 (cohort: Stable)0a9d03ce07a9bec7a397bbb08c2bec0fe0e91d66-refs/heads/master@{#483574}(32/64-bit). OS: Windows(7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://settings/searchEngines (2) Zoom out the page by pressing Ctrl-- uto 67% and observe in 'Default search engine' Actual: Unwanted scroll bar is seen on 'Default search engine' which in disabled form. Expected: No such scroll bar should seen. This is a regression issue, broken in 'M-61', will soon update the other info: Good Build: 61.0.3141.0 Bad Build: 61.0.3143.0
