The echo canceller 3 detection of analog AGC level changes does not work on platforms with no mic gain

The analog AGC in WebRTC is always on on non Android platforms, regardless of whether the analog gain can be controller. Because of the implementation of the AGC this causes the AEC3 detection of analog gain changes to go wrong. The only way to properly address that is to correct the behavior of the analog AGC.
