Issue descriptioncheets_BlockOutboundNetworkTest got stuck in command 'adb uninstall uiautomator' for all builds for a long time already - https://cros-goldeneye.corp.google.com/chromeos/healthmonitoring/testDetails?testName=cheets_BlockOutboundNetworkTest&suite=&daysBack=30&board=&architecture=&boardFamily=&buildConfig=&reason=&version=&milestone=&dut= This already affects the throughput of crosbolt_arc_perf_perbuild job scheduling as it locked DUTs like forever.
