Single tab sometimes won't close

Issue description

Steps to reproduce the problem:
1. Open a single tab using external link.
2. Try to close the tab.
3. Nothing happens (usually).
4. Open a new empty tab. Close it.
5. The original tab will now close.

What is the expected behavior?
Either a single tab should never close (a misfeature but not a bug), or it should always do so.

What went wrong?

Presumably not many users are so anal about closing tabs!
 
Still there in 59.0.

Thanks for reporting the issue. Can you please provide your device details like name, model, along with screenshots/video, if any? Also, please provide frequency of the issue and a bugreport to help us with the issue. 

To get bugreport:
Android Settings > About Phone > Tap Build number 7 times, go back one screen, Developer options should be right above About phone.
Once you have enabled developer options,  to take a bug report,go to Android Settings -> Developer Options ->Enable USB Debugging and then tap on Take bug report
