Persistent bubbles switch anchors when the parent window is dragged to a second screen

Issue description

Chrome Version       : 61.0.3143.0
OS Version: 10.0

What steps will reproduce the problem?
1. Have two monitors, Chrome on the left screen
2. go to https://permissions.site and click a permission (e.g. location) to get a persistent bubble
3. Drag Chrome window to the right screen

What is the expected result?

Bubble should stay where it is


What happens instead of that?

Bubble flips around and anchors to the right-side of the omnibox.

Tested the issue on windows 10 using chrome M59 #59.0.3071.115 & M61 #61.0.3147.0 and issue is not reproduced with the below steps :
1. Launched chrome and navigated to permission.site.
2. Clicked on location and bubble popped up and dragged the window to screem2 and didn't observe movement of bubble.

@tapted--  Could you please confirm us if we have missed any steps in reproducing the issue ..
