Chrome won't display correct file name when downloading file with utf-8 name

Access this url: https://moinmo.in/MoinMoinBugs/Non-ASCII%20attachment%20names%20corrupted%20on%20download?action=AttachFile&do=get&target=test+%D1%80%D1%83%D1%81%D1%81%D0%BA%D0%B8%D1%85+%D0%B8%D0%BC%D1%91%D0%BD.doc 2. Chrome will popup a dialog to ask where to same this file. In the popup, the default file name is "download" instead of the file name set by the website. 3. What is the expected behavior? Chrome should show the file name set by the website which is "test русских имён.doc". What went wrong? Chrome show default file name as "download" instead "test русских имён.doc" in the download popup dialog. Did this work before? N/A Chrome version: 59.0.3071.109 Channel: stable OS Version: Ubuntu 16.04 Flash Version: Shockwave Flash 26.0 r0

Unable to reproduce the issue using #59.0.3071.109 on Linux Ubuntu 16.04 as per the steps mentioned in comment #0. Able to download the files into desired location. @northteam: Could you please find the attached screen cast and let us know your observations. Thanks!1
