What steps will reproduce the problem?
(1) Visit https://seclab.stanford.edu/websec/chromium/chromium-security-architecture.pdf

What is the expected result?
The PDF is readable.

What happens instead?
Garbledygook

A bisect points shows that this is a regression in https://chromium.googlesource.com/chromium/src/+log/a67fd7846f8640ecc1c544763f8f7de23104b4f4..cbbf1c73bae64dc528a052c38830b6e6956db048

I'm guessing this is https://chromium.googlesource.com/chromium/src/+/1545ba94087279c773705760d51b728d709fd72d

can't repro with pdfium_test on Windows or chrome w/skiapaths on Linux -- will work on building chrome on Mac to see if it repros there
