Allow single letter navigation on the extensions toolbar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3143.0 Safari/537.36

Steps to reproduce the problem:
1. Press F6 until you get to the toolbar.
2. Tab until you get to the extensions bar.
3. Arrow along the extensions bar.
4. Type the first letter of an extension which is on the extension bar.

What is the expected behavior?
If the extension which starts with the letter that you typed is focused, if there is more than one pressing that letter again will focus it.
If you type the first few letters of an extension in quick succession, the extension should receive focus.

What went wrong?
Single key navigation does not work as expected on the extensions bar.

OS Version: 10.0

This is important for efficient accessible navigation through the extension bar especially if there are multiple extensions.

Able to reproduce the issue on Windows 7,10 & ubuntu 14.04using latest stable#59.0.3071.115, & Canary#61.0.3147.0.

Observed no focus is moving to the extension when we type starting letter or by pressing first few letters of an extension in quick succession also.

This is non regression issue observed form M45 build to latest builds.Hence marking it as Untriaged to get more inputs from dev.
