List the XR runtime version in chrome://xr

Issue description

Google VR Services is an important platform component for all VR functionality on Chrome for Android, including both Daydream and Cardboard. As we start to receive bug reports from users and developers, it would be nice to have its version in an easily accessible place within Chrome. Since users need the Chrome version for bug reports, chrome://version would be a convenient location for users.

Alternatively, since we might want GPU information in bug reports anyway, chrome://gpu might be more appropriate. If we end up wanting additional information, we may want to add chrome://vr or similar.

When determining where and how to display such information, we should also consider how we would want to display information about VR runtimes on desktop and what that information would look like.

This should also include ARCore and maybe Windows runtimes.
