Hosts for board:eve are running their jobs on the cautotest master.
The hosts need to be on a shard, probably in MTV (because eve runs CTS).

This should be done sooner rather than later:
  * By running on the master, eve jobs drive up costs and risk to
    other jobs, including all suite jobs.  That could, in theory,
    cause an out for any other board or builder.
  * By running on the master, all eve jobs run slower; there's
    some risk that the eve canary or out-of-band testing could
    fail merely for being on the master.
  * eve-paladin can't run HWTest until there's a shard, because it
    won't be fast enough.
