[VrShell] Show the remote media playback indicator in VR |

Issue descriptionIn 2D browsing the cast icon is shown to indicate media is being streamed to a remote screen. We should have a similar affordance while in VR as well. Note that until issue 736568 is resolved to re-enable the cast dialog this will only apply to existing sessions that were active before entering VR. This indicator will not contain any controls (as they haven't been implemented), but at some future date could be a link to accessing remote media play controls.

In case of RemotePlayback API/native Cast button, the media element will either render a fake frame with text "Casting to <device name>" or show an HTML overlay over the remoted video element the same way media remoting does it on desktop (on Android this UI is behind the --enable-features=NewRemotePlaybackPipeline flag). In case of the Cast Web SDK / Presentation API (dailymotion.com), the button and the connected state are rendered by the page. So apart from the Cast notification Chrome shows when casting in any way, the current indicators should already work (I assume web contents is already rendered properly in VR) as is.

This might be a missing indicator. Once we re-disable presentation from VR ( issue 822090 ), this should "only apply to existing sessions that were active before entering VR" as in the original description.

Maybe we don't need an indicator for that case since the user should have already seen the indicator outside VR.
