Add a http/response_status metric for autotest

Issue description

We are using the "response_code" field of the autotest/http/response_seconds metric, and getting the count of responses using Window(Delta(...)) | Point(DistributionCount()). This is a bit convoluted, and makes it unnecessarily difficult to work with these metrics by someone who isn't very familiar with Monarch distributions.

Create a http/response_status metric to make it easier to make queries about response statuses.
