Add a policy to force users to select a download directory for each download

This policy would allow administrator to disable automatic downloads, and force users to select the download directory for each new directory.

Note that one option would to be modify the existing DownloadDirectory policy by allowing a special invalid path that will force users to select a directory. This requires investigation to make sure backwards compatibility for that policy is not broken and that we are not introducing unintended side effects to existing deployments of that policy.
