color distortions in videos

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3144.0 Safari/537.36

Steps to reproduce the problem:
1. open youtube video
2. watch video

What is the expected behavior?
fast movement with correct colors: see his moving hands

What went wrong?
fast moving objects changes colors, like when he is waving his hand. the border of his arm has many colors during motion.

Did this work before? Yes Version 59.0.3071.115 (I think some days ago videos are displayed correctly)

jaegerj204, could you attach a picture of the "right" and "wrong" colors (if you can't get a screen capture, a cellphone picture or cellphone video is fine).

Also, if you go to about:flags and set "color correct rendering" to "Disabled", does the issue go away?

I also have this in the recent canary build and here is a screen shot and without Hardware acceleration on it is fine but then my screen tears considerably. Normal chrome is fine. Setting that flag to disabled makes no difference. You can see on these car videos that at a scene change it's very apparent and the other two show a red tach needle staying in the frame in the next frame.

I also have this issue in Canary. It looks like the red channel becomes desynced somehow and starts playing behind the other colour channels.

Additional info:

I can not reproduce the problem at work (FullHD, NVidia Quadro, NV driver 353.30).

At home I have a NVidia 980 GTX with latest NV driver and I use a 4k Monitor.

Tested on Chrome Stable #59.0.30171.115 and Canary #61.0.3147.0 on Windows 10. Issue is not reproducible. Screencast is attached for the reference.
 
@Reporter -- Could you please let us know if we have missed anything, could you also please try to verify by installing latest Canary version and let us know if the issue still persists.
 
Note: Same behavior is seen on Firefox and IE.

I did some more tests:
I can reproduce the problem with the given youtube video (from my first report) in Chrome Version 61.0.3147.0 (Official Build) canary (64-bit) under Windows 10.

I updated my NVidia driver from 382.05 to 384.76. With both NVidia drivers I can see the problem.

I changed also my monitor resolution from 3840x2160 to 1920x1080, but the monitor resolution does not affect the problem (in both I can see the problem).

Then I played with differet Youtube quality settings:
720p: *no problem!*
1080p: color distortions
1440p: color distortions
2160p: color distortions

This finding is interesting. But the problem is not shown with stable Chrome Version 59.0.3071.115 (Official Build) (64-bit) in the same resolution, so I think it is not an encoding problem of this video.

I had also luck to get a screenshot of my problem.

When I pause the video in youtube then the color problem disappears (or I miss the frame with the error).

Color information seems to be lagging one frame behind the luminance data.
This is either a synchronization bug or a driver bug. (Or a synchronization bug in the driver...)

Seems it was fixen in 
Version 61.0.3150.3 (Official Build) canary SyzyASan (32-bit)

Still broken for me on Version 61.0.3151.4 (Official Build) canary (64-bit).

Updated to 61.0.3151.4 (Official Build) canary (64-bit) and it was broken.
I am now on Version 61.0.3152.1 (Official Build) canary SyzyASan (32-bit) and it seems everything is alright. Could this be because one version is 32 bit and the other is 64?

So I just updated the 64-bit one again and it now gave me the Version 61.0.3152.1 (Official Build) canary SyzyASan (32-bit) Why did it drop the 64 bit version? The issue is fixed int his but canary as a whole is slower in this version.
If this is a synchronization problem, then using an asan build might "fix" it by simply being slower.

Appears to be fixed in 61.0.3152.0 on my end. I've only used the 32-bit version.

(This issue also affected animated GIF files, and no longer appears to.)
Can confirm that this bug seems to be fixed (in 64-bit version).

Uninstalled the 32 bit version it gave me, now reinstalled to Version 61.0.3152.0 (Official Build) canary (64-bit) and issue is gone. Thanks again devs.
