Moving Google Hangouts (chrome app) between screens results in fuzzy visuals and broken tap targets

OS Version: OS X 10.12.4
URLs (if applicable) : Google Chrome app/extension

What steps will reproduce the problem?
1. Open hangouts
2. Move to separate monitor (in this case Retina macbook pro) from Apple monitor
3. Tap targets are now off, visuals are all fuzzy

* I also often see this waking up the mac from sleep. In both cases I have to close and re-open to resolve.

One theory I have is that the resolution is different, my monitor is 1440p whereas the monitor is retina (4k), perhaps its not adjusting to each.

possible.

Tested the issue on Mac OS 10.12.5 using chrome M59 #59.0.3071.115 and chrome canary M61 #61.0.3148.0 and issue is reproduced.

Issue is seen from M50 #50.0.2624.0 and hangouts is not supported before M49 to M30.

Hence marking it as untriaged  , as it is a non-regression issue.
