cheets tests failing on cyan, reef, veyron_minnie in PFQ

Issue description

Unfortunately neither cyan or veyron_minnie are currently running HWTests in the pfq-informational builder, we should probably fix that also.

Ok, we had chrome change that has to be in sync in android.
This is tracked at b/63136374.
We might not get android uprev (that should fix this issue too) soon due to internal bug http://b/63117713

If we are in a hurry, gardener can try to revert http://crrev.com/c/549258

Sorry for causing this issue. I failed to remember that we have a Android PFQ now. Ideally we'd just uprev Android to fix this but happy to revert crrev.com/c/549258 for now if that's the easiest way to solve this? Let me know what is preferred.

David, I think please revert, as there will be holidays soon and the Chrome OS lab has enough issues right now. Android PFQ has problems upreving too.
crrev.com/c/549258 is being reverted by reveman@.
The reverted cl should be picked up by the next pfq run, hope it fixes the Android problem,
