[Cronet iOS]: Improve performance of HttpProtocolHandlerCore::HandleStreamEvent method

Issue description

Dynamically change the size of the read buffer to improve the the HTTP-POST performance in HttpProtocolHandlerCore::HandleStreamEvent. See HttpProtocolHandlerCore::AllocateReadBuffer(). Combine the change with the elimination of  unnecessary data copying.
