Hold and resume audio calls fail. Started with chrome 57 and still persists with 59

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Example URL: not available. Steps to reproduce the problem: 1. Webrtc client A places an audio call to another webrtc client B going through an IMS core. 2. When call established, place call on hold. This creates first problem on A side (RTCSessionDescription: OperationError: Failed to set remote answer sdp: Called in wrong state: STATE_INPROGRESS) Hold is still successfull however. 3. Attempt to resume the call from A side but it fails and call remains on hold. webrtc error (setRemoteDescription: OperationError: Failed to set remote sdp: Session error code: ERROR_CONTENT. Session error description: Failed to set local audio description recv parameters..) What is the expected behavior? No errors should occur during either the hold nor the resume. What went wrong? It appears as though the bgf modified the payload codec deifinition for a specific codec (telephony-event 16K) from the existing call establishement. However, according to a sip rfc, this should be supported and is called asymetric payload definitions where a new unique ID can be used for an existing codec so long as no other codec makes use of this difinition which is the case. I have seen a similar problem reported in the past and it appears as though it was fixed but it doesn't seem that way. Did this work before? Yes chrome 56 this was working correctly. Is it a problem with Flash or HTML5? N/A Does this work in other browsers? process exited normally. Everything is okay. We have a chrome debug log and a wireshark capture available. The debug log clearly states a problem with the telephony-event 16K codec. Looking at the sdp we can see the payload definition for that codec changing on the hold which creates the first problem and then on the resume, the initial codec definition is used.
