TTS Tracking skips words

Steps to reproduce the problem:
Use the test page to reproduce the issue.

What is the expected behavior?
While TTS is on, TTS tracking should be following the words thats being spoken.

What went wrong?
TTS tracking is skipping words again

In a nutshell as of Chrome 58 on a Chromebook when the text to speak engine speaks an utterance

a) the character index is different from those reported on 57 as they now reflect the presence of spaces (whereas 57 ignored multiple adjacent spaces). That's fine and probably how it should have been from the beginning.

b) but after speaking about half of an utterance we stop getting onboundary events. When multiple utterances are queued and a subsequent utterance beings the onboundary events resume until about half of that utterance is spoken.

I have seen anomalies where it works for the first utterance, but it's pretty consistent.
